4월 23일 런던에서 미국, 영국, 프랑스, 우크라이나가 참여한 새로운 우크라이나 관련 협상이 시작됐다. 텔레그래프에 따르면, 미국은 즉각적인 휴전을 요구하는 7개항 계획을 제시할 예정인데, 여기에는 우크라이나와 러시아 간 직접 협상, 우크라이나의 나토(NATO) 비가입(단, 유럽연합 가입 기회는 유지), 러시아의 크림반도 지배 인정, 미국과 우크라이나 간 자원 협정 체결, 미국과 러시아 간 새로운 관계 모색, 에너지 협력 및 제재 해제 등이 포함된다.

회담은 순조롭게 시작되지 않았다. 뉴욕타임스에 따르면, 미국 국무장관 마르코 루비오가 런던 방문을 취소했고, 볼로디미르 젤렌스키 우크라이나 대통령은 크림반도에 대한 러시아의 지배를 인정할 의사가 없음을 시사했다. 회담 전날 밤, 파이낸셜타임스는 블라디미르 푸틴 러시아 대통령이 현재 전선에서 전투를 멈추자는 제안을 했다고 보도했다.

 

러시아, 예산 적자 확대
러시아 통신사 이즈베스티야는 2025년 러시아의 예산 적자가 3조 3,000억 루블(약 396억 달러)로 예상되며, 이는 당초 예상치(1조 2,000억 루블)를 크게 웃도는 수치라고 보도했다. 이는 주로 유가 하락, 루블 강세, 미국의 무역전쟁 영향 때문이다. 재무부는 배럴당 69.70달러의 유가를 가정해 예산을 편성했으나, 우랄유 가격은 거의 25% 하락했다.

 

우즈베키스탄 에너지
우즈베키스탄 국영 원자력 에너지 기관 우자톰(Uzatom) 대표단이 중국을 방문해 원자력 협력과 우즈베키스탄 내 원전 건설 세부 사항을 논의 중이다. 이 방문은 중국국가원자력공사(CNNC) 산하 CNOS, 상하이전기, 러시아 로사톰과의 3자 회의에 이은 것이다. 이들은 상하이전기의 터빈 생산 역량이 우즈베키스탄 원전에 적용 가능한지 검토했다. 별도로, 우자톰은 중국수출입은행과 저출력 원전 자금 조달도 논의 중이다.

 

일본의 외교 행보
이시바 시게루 일본 총리는 다음 주 베트남과 필리핀을 4일간 방문할 예정이다. 이번 방문은 경제·안보 협력 강화, 정상 간 개인적 관계 심화, 인도-태평양에서의 규범 기반 질서 유지를 목표로 한다. 최근 시진핑 중국 국가주석도 유사한 순방을 마쳤다.

 

아제르바이잔 소식
아제르바이잔과 중국은 일함 알리예프 대통령의 베이징 공식 방문 중 포괄적 전략적 동반자 관계를 공식화했다. 양국은 투자·협력 실무그룹을 출범하고, 상호 비자 면제, 경제·무역·과학·녹색에너지·관광 등 20개 협력 문서에 서명했다. 특히, 아제르바이잔은 대만을 중국의 일부로 인정했고, 중국은 아제르바이잔의 나고르노-카라바흐 평화 정책을 지지했다. 한편, 이스라엘 네타냐후 총리와 이란 페제쉬키안 대통령도 각각 아제르바이잔 방문을 준비 중이다.

핵 협력 확대
중국과 사우디아라비아는 원자력 에너지 및 안전 협력 강화를 위한 양해각서를 체결했다. 중국은 걸프 국가들과의 원자력 협력을 확대 중이며, UAE와는 원전 운영·핵연료 공급 계약을 맺었고, 사우디·UAE·카타르에는 방사선 측정 장비를 수출했다. 쿠웨이트·오만·바레인과는 핵의학·기초연구 협력을 진행 중이다.

 

중국-케냐 협력
윌리엄 루토 케냐 대통령이 4월 22일 국빈 방문차 베이징에 도착했다. 루토 대통령과 시진핑 주석은 무역, 기술, 교통 분야 협력 확대를 논의할 예정이다. 이번 방문은 미국 관세의 피해를 완화하기 위한 글로벌 사우스 연대 강화 차원이다. 루토 대통령의 주요 의제는 내륙 아프리카 국가들을 케냐 항구와 연결하는 표준궤 철도 프로젝트다.

 

군사 협력
파키스탄 군 총수는 카자흐스탄을 방문해 고위 정부 관계자들과 국방·군사 교육 협력 방안을 논의하고 있다.

 


Daily Memo: Another Round of Ukraine Talks

More talks. A new round of negotiations over the fate of Ukraine began in London on April 23, with the United States, the United Kingdom, France and Ukraine participating. The Telegraph reports that Washington intends to present a seven-point plan that calls for an immediate ceasefire; direct negotiations between Ukraine and Russia; Ukraine to remain outside of NATO (while retaining the opportunity to join the European Union); the recognition of Russian control of Crimea; the signing of a resource agreement between the U.S. and Ukraine; the prospect of new relations between the U.S. and Russia; and energy cooperation and the lifting of sanctions. The talks began inauspiciously: U.S. Secretary of State Marco Rubio canceled his trip to London, according to The New York Times, while Ukrainian President Volodymyr Zelenskyy signaled his unwillingness to recognize Russian control of Crimea. The night before the talks began, The Financial Times reported that Russian President Vladimir Putin had proposed to stop the fighting on the current front line in Ukraine.
Russia breaks its budget. Russian news agency Izvestia reported that Russia’s budget deficit for 2025 could balloon to 3.3 trillion rubles ($39.6 billion), well over the expected 1.2 trillion rubles, thanks largely to cheaper oil, the strengthening of the ruble and America’s trade wars. When the Finance Ministry created the budget, it did so on the assumption of $69.70 per barrel of oil. The cost of Urals alone has fallen by nearly 25 percent.
Uzbek energy. A delegation from Uzbekistan’s state-run Uzatom atomic energy agency is on a working visit to China, where it hopes to strengthen international cooperation in the field of nuclear energy and discuss the finer points of the impending construction of a nuclear power plant in Uzbekistan. The visit follows a trilateral meeting held at the office of CNOS, a division of the China National Nuclear Corporation, between Uzatom, Shanghai Electric Group Co. and Russian state-run Rosatom. There, they studied whether Shanghai Electric’s turbine production capabilities could be applied to Uzbekistan’s nuclear plant. Separately, Uzatom is in talks with China's Eximbank on funding for a low-power nuclear power plant.
Japanese outreach. Japanese Prime Minister Shigeru Ishiba is slated for a four-day trip next week to Vietnam and the Philippines. The trip is meant to bolster economic and security ties, deepen “personal relations” among the heads of state, and jointly uphold a rules-based order in the Indo-Pacific. Chinese President Xi Jinping recently concluded a similar visit.
All things Azerbaijan. Azerbaijan and China formalized a comprehensive strategic partnership during President Ilham Aliyev’s official visit to Beijing. They established a working group on investment and cooperation and signed 20 cooperation documents covering areas such as mutual visa exemptions, economic cooperation, trade, science, green energy and tourism. Notably, both sides reaffirmed mutual support for sovereignty and territorial integrity – that is, Azerbaijan acknowledged Taiwan as part of China, and China backed Azerbaijan’s peace agenda in Nagorno-Karabakh. Meanwhile, Israeli Prime Minister Benjamin Netanyahu is preparing for an official visit to Azerbaijan to discuss a wide range of bilateral and regional issues between the two countries. Iranian President Masoud Pezeshkian is also scheduled for a visit.
Nuclear options. China and Saudi Arabia have signed a memorandum of understanding to deepen cooperation in nuclear energy and safety. According to the Global Times, Beijing has been developing partnerships with the Gulf states, concluding agreements with the United Arab Emirates on the operation of nuclear power plants and the supply of nuclear fuel, exporting radiation measurement equipment to Saudi Arabia, the UAE and Qatar, and cooperating with Kuwait, Oman and Bahrain in nuclear medicine and basic research.
China in Kenya. Kenyan President William Ruto arrived in Beijing on April 22 for a state visit. He and President Xi Jinping hope to expand cooperation in trade, technology and transport. The visit comes as China is to shore up an alliance among the Global South to mitigate the damage of U.S. tariffs. On the agenda for Ruto is a standard gauge railway project that promises to connect inland African countries to Kenyan ports.
Military cooperation. The head of the Pakistani military is in Kazakhstan, where he is meeting with senior government officials to discuss cooperation in the defense sphere and military education.
